Plunging into a debate about Florida?s trauma system, a Senate committee Thursday approved proposals that could make it easier to open new hospital trauma centers ? and assure that some disputed trauma centers would remain open.
The Senate Appropriations Committee took up a health-care bill (SB 966) and made changes that could help fast-track new trauma centers in four regions of the state and also protect trauma centers that have been embroiled in a series of legal challenges.
Bill sponsor Aaron Bean, R-Fernandina Beach, said lawmakers are trying to make sure people have access to trauma care within what he called the ?golden hour? after accidents.
?Are you within the golden hour to make it alive to a hospital??? he asked.
But the proposals, which popped up as part of a 128-page amendment to the bill and two subsequent amendments, drew criticism from teaching hospitals and safety-net hospitals that provide trauma care. Mark Delegal, a lobbyist for the Teaching Hospital Council of Florida, said the proposals had not been considered by health-care committees that ordinarily would debate such ideas.
?This is the kind of stuff that those of us who work in this process should not do,?? Delegal said.
The move by the Appropriations Committee came two days after a House panel also approved a bill to overhaul the way trauma centers are approved. But the Senate version appears to be more far-reaching.
In part, it would create a special approval process for trauma centers in four regions that it describes as having ?limited access to trauma care services.? As an example, one of those regions is in the western Panhandle, where Fort Walton Beach Medical Center has been trying to get approval to open a trauma center.

Sea-ice ecosystem possibly triggered evolution of baleen whales and penguins
Frankfurt/Main, Germany, April 18, 2013. The circum-Antarctic Southern Ocean is an important region for global marine food webs and carbon cycling because of sea-ice formation and its unique plankton ecosystem. The origin of its ecosystems can be traced back to the emergence of the Antarctic ice sheets approximately 33.6 million years ago. This discovery was made by an international team including scientists from the Goethe University and the Biodiversity and Climate Research Centre in Frankfurt, Germany. Their study, published today in Science, shows that the development of the sea-ice ecosystem possibly triggered further adaptation and evolution of larger organisms such as baleen whales and penguins.
The scientists analysed sediment samples from drill cores on the seafloor, which were obtained in 2010 off the coast of Antarctica, as part of the Integrated Ocean Drilling Program (IODP). The cores reach nearly 1000 meters beneath the seafloor and provide new insights into a long gone past.
A study published in 2012 demonstrated that subtropical plants covered Antarctica about 53 million years ago. In the course of the following 20 million years, the global climate cooled continuously. The new study focuses on the interval 33.6 million years ago when within a short time an enormous ice sheet covered Antarctica. This changed the life conditions and the ecosystems on the Antarctic continent and the surrounding Southern Ocean dramatically.
Tiny witnesses: Dinoflagellates
The ocean plankton mainly consist of algae, most of which are not preserved in sediment samples from drill cores. In contrast, single-celled dinoflagellates, a group of algae containing organic fossilizable substance, do preserve in sedimentary sequences over millions of years. This makes them a valuable tool to reconstruct environmental.
The researchers found that when Antarctica was sub-tropical and ice-free, the surrounding seas were inhabited by a diverse array of dinoflagellates characteristic for relatively warm climates. However, from the moment that the ice cap formed, the diversity suddenly collapsed, and from that moment, only species occurred that are adapted to temporary sea-ice cover and characterize modern sea-ice environments around Antarctica. They are present in high numbers only when the sea ice melts in spring and summer, and therefore are available as a food source for higher organisms only during a short period of the year.
New species due to food shortage
The seas around Antarctica play a critical role in the food web of the ocean. Algal blooms only occur in summer, when the sea ice melts. These blooms are a key food source for both small single-cell organisms such as certain species of dinoflagellates and for larger organisms.
"The sudden turnover in the dinoflagellate assemblages indicates clearly that the entire plankton ecosystem of the Antarctic waters had changed", explains Prof. Jrg Pross, co-author of the study and paleoclimatologist at the Goethe University and the Biodiversity and Climate Research Centre (BiK-F) in Frankfurt, Germany. "The explosion of dinoflagellates adapted to a temporary sea-ice cover testifies to an in-depth reorganization of the food web in the Southern Ocean."
Larger animals higher up in the ocean's food chain probably adapted their diet because the algal growth season became shorter and more intense. Jrg Pross sums up: Our data suggest that this change may have promoted the evolution of modern baleen whales and penguins".
These results stress that major climate change is often accompanied by particularly rapid biological evolution.

06 April 2013, AFP - Oil prices slumped overnight after new data showed lofty supplies of US crude, suggesting weak demand in the world?s biggest economy.
US crude benchmark West Texas Intermediate for May delivery closed at $US94.45 ($90.12) a barrel, down $US2.74, or 2.8 per cent.
?Inventories are comfortable, So our ability to make even more gasoline will increase in the weeks ahead?
European benchmark Brent oil for May delivery settled at $US107.11, down $US3.58 a barrel, or 3.2 per cent.
The sharp declines came as the weekly inventory report from the US Energy Information Administration showed US crude reserves rose 2.7 million barrels to 388.6 million barrels.
That was far bigger than market expectations of a gain of 1.5 million barrels, according to analysts polled by Dow Jones Newswires.
The report also showed only a modest decline of 600,000 barrels of gasoline stocks, slightly more than the draw seen by analysts.
Stephen Schork, an analyst with the Schork Group, attributed the drop in crude oil to a retreat in gasoline prices in recent days.
?Inventories are comfortable,? Schork said, adding that oil refineries are coming out of maintenance season. ?So our ability to make even more gasoline will increase in the weeks ahead.?
The US private sector added just 158,000 jobs in March, according to payrolls firm ADP, well below the estimate of 197,000 seen by analysts.
Growth in the US services sector also slowed in March, according to data from the Institute for Supply Management. The ISM said the non-manufacturing purchasing managers index fell to 54.4 in March, down from 56 in February.
?The inventory report is overlapping with a little bit of economic uncertainty? after the weak ISM report, said Gene McGillian, analyst and broker at Tradition Energy.
Bart Melek, head of commodity strategy at TD Securities, said the oil market was also reacting to speculation of a possible agreement between Western powers and Iran over Iran?s nuclear program.
Tensions with Iran have boosted oil prices in recent months due to concerns over Iran?s threat to blockade the Strait of Hormuz, a critical transport waterway for oil.
