Iran says its delayed news of US drone capture

(AP) ? Iran deliberately delayed its announcement that it had captured an American surveillance drone to test U.S. reaction, the country's foreign minister said Saturday.

Ali Akbar Salehi said Tehran finally went public with its possession of the RQ-170 Sentinel stealth drone to disprove contradictory statements from U.S. officials.

Iran, which put the aircraft on display last week, has tried to trumpet the downing of the drone as a feat of Iran's military in a complicated technological and intelligence battle with the U.S. Tehran also has rejected a formal U.S. request to return the plane, calling it's incursion an "invasion" and a "hostile act."

"When our armed forces nicely brought down the stealth American surveillance drone, we didn't announce it for several days to see what the other party (U.S.) says and to test their reaction," Salehi told the official IRNA news agency. "Days after Americans made contradictory statements, our friends at the armed forces put this drone on display."

Salehi said Iran's position is not to return the drone, but he didn't completely rule out the possibility of a deal.

"Any decision-making about this issue rests with the Supreme National Security Council," IRNA quoted Salehi as saying. The council is Iran's highest security decision-making body and handles the country's talks with the West over Iran's disputed nuclear program.

Salehi said Iran won a complicated technological battle with the U.S. by intercepting and taking control of the plane with an electronic ambush.

"Regardless of whether the U.S. believes it or not, the armed forces of the Islamic Republic of Iran brought down the aircraft largely intact without assistance from any foreign country," he said.

American officials have said that U.S. intelligence assessments indicate that Iran neither shot the drone down, nor used electronic or cybertechnology to force it from the sky. They contend the drone malfunctioned.

Iranian state media has said the unmanned spy aircraft was detected over the eastern town of Kashmar, some 140 miles (225 kilometers) from the border with Afghanistan.

First Person: A Merry Christmas on a Tight Budget (ContributorNetwork)

*Note: This was written by a Yahoo! contributor. Do you have a personal finance story that you'd like to share? Sign up with the Yahoo! Contributor Network to start publishing your own finance articles.

This Christmas, my family has a much smaller budget than in previous years. I have a total of $1,000 dollars to work with. This amount includes presents for family, friends, and travel. It's definitely going to be tight but I have a budget worked out that I think will allow me to fit everything in.

Decorations

Instead of buying everything new this year, we are having a Christmas party with my children's friends and making our decorations. I'm using old decorations, ribbon, pine cones, strings of lights, and pretty much anything I can find that's been used or given to me to make something new. I'm spending a grand total of $10 on glue, new hooks, and glitter.

Travel

We always fly to Palm Springs, California for Christmas to spend time with our family, but the prices for plane tickets are ridiculous. Instead of cutting travel from our holiday budget this year, we are just flying with a discount airline and getting a deal for $99 from Missouri to Los Angeles instead of flying into Palm Springs directly. We have to spend some extra time in the car but the savings are worth it. My ex-husband is paying for the children and I am paying for my ticket. That brings my budget down to $700.

Presents for Friends

I normally spend around $500 on my close friends for Christmas. This year I want to spend around $100 for everyone. I'm making an assortment of homemade cookies and candies with recipes I found in Better Homes and Gardens. I found adorable candy dishes at the thrift store and ribbon at a local dollar store. I had enough left over after buying all of the supplies to make Christmas Cocoa for everyone as well. The total for everything was $97. That brings my budget down to $603.

The Children

My children want expensive gifts every year. This year my son wants Vanilla Speed Skates which are around $300 per pair. My daughter wants an iPad which is even more expensive. Neither of these will fit into my budget for Christmas. I can't just buy them one gift. After travel and friends I have approximately $300 to spend on each child. I found my son's speed skates on eBay for under $100 new, my daughter is getting a knock off version of an iPad from Wal-Mart for $179 and I still have $300 left to buy all of the cute little things they love.

It's been hard to fit a gift for everyone into my budget and still visit family, but I accomplished it by thinking outside of the box. I hope that everyone appreciates the love and hardwork I put into this Christmas.

Verizon pushes for quick Windows Phone / LTE integration, tugs at Microsoft's pant leg

There's no question that Verizon's making a big push for LTE, but it appears that Microsoft has yet to take notice -- after all, Android continues to dominate Big Red's 4G network, with nary a Windows Phone in sight. VZW hopes that'll change, however, with CMO Marni Walden revealing that the company has "communicated to Microsoft that LTE is critical to us," suggesting that the ball is in Windows Phone's court. Meanwhile, Microsoft smartphone chief Andy Lees had previously confirmed that LTE functionality was on the Windows Phone roadmap, saying back in October that the company and its partners were looking at how 4G LTE support could be integrated. To date, Lees has declined to give any indication as to the actual timing for the first LTE models. In other news, Verizon has offered Microsoft a custom-made promise ring just to make sure its intentions were understood.

Atlantic hurricane season closes with 19 named storms (The Christian Science Monitor)

The curtain has fallen on the 2011 Atlantic hurricane season ??? one that enters the record books in a four-way tie for the third-largest number of named storms on record.

The others: the 1887, 1995, and 2010 seasons.

Tropical Storm Arlene started things off in late June. By the time Nov. 30 arrived, the roster ended with 19 named storms, ending with Tropical Storm Sean in early November.

Indeed, the season might have topped 19 named storms, but forecasters at the National Hurricane Center in Miami didn't catch a blink-and-you'll-miss-it storm in early September that quickly reached tropical-storm status, only to weaken hours later. It spent its brief life well off the US East Coast.

Forecasters noticed the storm as they performed their usual season's-end review of data on Atlantic-basin activity. The review also led to Tropical Storm Nate's promotion to Hurricane Nate.

Although the number of named storms was well above the long-term average of 11, the number of hurricanes and major hurricanes were only slightly above average, according to the center's post-season analysis.

RECOMMENDED: Five things you can do to keep safe in a hurricane

Still, for much of the US East Coast, it was a season to remember.

In late August, Hurricane Irene moved out of the eastern Caribbean and up along the US East Coast. It made landfall three times as it slid up along the East Coast: at Cape Lookout, N.C., at Little Egg Inlet, N.J., as a hurricane, and finally near Coney Island as a tropical storm.

The storm's winds and heavy rains assaulted a landscape along much of the coast and deep into New England whose trees were laden with leaves and whose roots were clinging to soils already saturated from previous rain storms. Storm-felled trees and limbs left 4 million customers without electricity.

From Maryland and Delaware through Maine, 10 states saw record flooding along rivers and streams from Irene's downpours, according to the US Geological Survey, which monitors stream flows.

"Irene broke the 'hurricane amnesia' that can develop when so much time lapses between land-falling storms," said National Weather Service director Jack Hayes in a statement.

All along its path from the Caribbean northward, Irene inflicted an estimated $10.1 billion in damage; the storm reportedly killed 56 people.

Tropical storm Arlene and tropical storm Lee added a combined 46 fatalities to a season that would reach $11.6 billion in damages throughout the Atlantic, Caribbean, and Gulf of Mexico, and 120 casualties.

The season also showcased the advances forecasters have made in providing local emergency managers with timely warnings. Still, efforts are underway to extend storm-track forecasts another two days beyond the current 5-day outlook while reducing the uncertainties in the forecast.

In addition, researchers have placed a heavy emphasis on understanding the drivers behind rapid changes in storm intensity. Last-minute shifts in strength, up or down, ahead of landfall can have a profound effect on the extent of coastline that needs evacuation.

The efforts are being driven in no small part by analyses showing that between 1900 and 2005, damage from landfalling tropical cyclones in the US doubles every 10 years. Costs are rising as more people move to vulnerable coastal areas, triggering the construction of homes, factories, office buildings, and other assets needed to sustain them.
